New Zealand Thoroughbred Racing (NZTR) is the regulatory and governing authority for the sport of thoroughbred racing in New Zealand. We are on a mission to create a sustainable and successful thoroughbred racing industry for Kiwis to enjoy for many generations to come!

Racing is a significant contributor to the New Zealand economy, accounting for a remarkable $1.9 billion in value-added GDP and directly employs more than 13,000 individuals.

At NZTR, we oversee and regulate all aspects of thoroughbred racing, from licensing and registrations to setting the race calendar, race promotion, and ensuring the wellbeing of our people and horses. Following the recent appointment of CEO Matt Ballesty, NZTR is undergoing a period of bold and transformational change. 

Together, we are driving the initiatives that will see racing thrive for many years by attracting new talent and engaging a new demographic of punters, owners, and racing enthusiasts.

About the Role

The Head of Communications and Public Relations is responsible for leading and managing all traditional media, corporate and crisis communications for New Zealand Thoroughbred Racing.

The role ensures NZTR communicates clearly, consistently and credibly across all channels, protects and enhances organisational and industry reputation, and is prepared to effectively manage issues and crises in a highly visible, regulated and scrutinised environment. The position will report to the GM of Brand Experience, Communications & Industry Promotion.

Key Responsibilities

  • Strategic Communications – Set and implement NZTR’s corporate communications strategy to protect and enhance reputation, social licence, and strategic objectives.
  • Media Management – Lead proactive and reactive media relations across all platforms; act as or prepare spokesperson; manage inquiries, interviews, and press materials.
  • Crisis & Issues Management – Develop frameworks for crisis communications, lead scenario planning, and coordinate with legal, integrity, welfare, and government stakeholders during live issues.
  • Reputation Management – Drive initiatives to strengthen trust, credibility, and public confidence in NZTR and the thoroughbred racing industry.
  • Stakeholder Engagement – Collaborate with race clubs, TAB, Entain, government agencies, and industry partners to align messaging and maintain positive portrayal of the industry and Love Racing brand.
  • Content Oversight – Manage NZTR’s owned channels (website, digital platforms) ensuring clear, consistent messaging aligned with brand and strategic priorities.
  • Internal Communications – Keep staff informed and engaged, particularly during crises or major industry developments.
  • Budget & Resource Management – Oversee communications budget, procurement, and evaluation of external partners and agencies.
  • Leadership & Team Development – Work with marketing to build and lead a local, regional, and national comms/PR team; manage agency partners.
  • Health & Safety Compliance – Adhere to and promote NZTR’s health and safety policies, ensuring a safe workplace and proper use of PPE.

What you'll Bring

  • Tertiary qualification in communications, journalism, public relations, or related discipline.
  • 10+ years’ senior experience in media, corporate communications, and crisis management.
  • Proven ability to lead communications in complex, high-profile, and highly scrutinised environments.
  • Strong understanding of the NZ/Australian horse racing or sports industry.
  • Expertise in developing and executing integrated multi-channel communication strategies.
  • Skilled in stakeholder engagement, public affairs, and managing external agencies.
  • Exceptional written and verbal communication skills; confident acting as senior spokesperson.
  • High integrity, strategic thinking, resilience, and ability to manage sensitive issues under pressure.
