New Zealand Thoroughbred Racing (NZTR) is the governing body for New Zealand’s thoroughbred racing industry. Our statutory purpose is to develop and promote thoroughbred racing, providing strategic leadership and a strong platform for the industry’s long-term success.

We regulate and administer the sport through the Rules of Racing, licensing and registration, the racing programme, industry funding, participant and horse welfare, and support for clubs and racing venues. We work closely with member clubs, Recognised Industry Organisations, racing participants, Entain, TAB NZ, the Racing Integrity Board, government and other partners.

NZTR is focused on building a sustainable, successful and internationally respected thoroughbred racing industry that creates opportunities for participants and can be enjoyed by future generations. Our work is guided by integrity, accountability, collaboration and sound stewardship, with a commitment to high standards of governance, regulatory practice, participant wellbeing and horse welfare.

NZTR is operating during a period of potentially significant industry change, including ongoing consideration of future governance, operating and service- delivery arrangements across New Zealand racing. The organisation is focused on ensuring that any structural change strengthens accountability, industry capability and long-term sustainability, while preserving effective leadership and delivery for thoroughbred racing.
