New Zealand Thoroughbred Racing (NZTR) is the regulatory and governing authority for the sport of Thoroughbred racing in New Zealand. We are on a mission to create a sustainable and successful Thoroughbred Racing Industry for Kiwis to enjoy for many generations to come!

Racing is a significant contributor to the New Zealand economy, accounting for a remarkable $1.9 billion in value-added GDP and directly employs more than 13,000 individuals.

At NZTR, we oversee and regulate all aspects of Thoroughbred racing, from licensing and registrations to setting the races, race promotion, and ensuring the wellbeing of our people and horses. Following the recent appointment of CEO Matt Ballesty, NZTR is undergoing a period of bold and transformational change. 

Together, we are driving the initiatives that will see racing thrive for many years by attracting new talent and engaging a new demographic of punters, owners, and racing enthusiasts.

 

We are seeking a passionate and experienced leader to join our team as Head of Thoroughbred Welfare. This pivotal role will ensure NZTR’s welfare strategy is translated into effective programmes, policies, and day-to-day practices that safeguard and promote the welfare of Thoroughbreds across their entire lifecycle.

This role provides visible industry leadership in welfare delivery, strengthens compliance and traceability systems, and ensures NZTR’s welfare standards are embedded across the industry and wider community, reinforcing public confidence and trust.

 

Key Responsibilities

  • Lead the implementation of NZTR’s Thoroughbred Welfare Strategy
  • Oversee welfare policies, traceability systems, and retirement pathways
  • Deliver education and engagement initiatives to promote best practice
  • Manage welfare-related projects and partnerships
  • Represent NZTR in industry forums and public-facing communications

 

What You’ll Bring

  • 5+ years’ experience in racing, equestrian, or animal welfare sectors
  • Strong knowledge of equine welfare, husbandry, and aftercare
  • Proven ability to lead operational teams and deliver strategic outcomes
  • Excellent communication and stakeholder engagement skills
  • Relevant tertiary qualification in animal science, business, or equivalent experience
  • Understanding of NZTR Rules of Racing and Racing Industry Act 2020 (preferred)
